Look up Grafik Dimensions website for metal frame sets in the size you need. Get a hardware store to cut glass the size you need--or an art or glass store. Get a piece of masonite or foamcore to back the photo.and keep it flat against the glass. Metal frames come in many colors and profiles.
Or wait for a coupon at Michaels or AC Moore, or similar, and buy metal sets at 40% off. Less choice there.
